What are experts for and how do I get them in the game?

You will need 10 expert managers of a particular type for upgrading a certain kind of mines up to the 5th level. You can get these managers in the following ways:
1. Take first places in the rankings.
2. Send the Cyclone airship to flights and get one random expert.
3. Purchase them.
